EU Mobility Package 1: Europe on the move

The EU Mobility Package is a three-part collection of initiatives meant to streamline the governing, administration and operation of the transport industry across all EU member states. The first part focuses on the improvement of regulations and enforcement related to working conditions and operations in road transport. We expect the first part to have the greatest impact on our operations. Impacted areas will include driving and rest periods, posting of drivers, cabotage, access to the road transport industry and tachographs.

Key dates to be aware of

The entire Mobility Package was adopted by the EU in July 2020, and new rules involving driving and rest time were implemented in August 2020. Rules regarding the posting of drivers and manual registration of border crossings were implemented February 2nd, 2022. Rules involving cabotage and access to the transport market were enforced February 21st, 2022.

Driving and rest times

Regular weekly rest periods and any weekly rest period of at least 45 hours taken in compensation for previously reduced rest periods cannot be taken in a vehicle and must be taken in a suitable accommodation. Any costs for accommodation that is necessary to meet this requirement must be covered by employers. Additionally, drivers must return to their home country or the country of their employer at least once every 4 weeks.

Posting of drivers

When an EU transport company posts drivers to work in another EU country, conditions of the drivers’ employment must comply with those of the host country (the country in which they have been posted).

Cabotage rules

The current cabotage system allowing a maximum of three operations in seven days will continue to apply. However, after three trips, trucks must now stay outside the cabotage host country for a four day “cooling off” period before operating with the same vehicle in that country again.

Access to market

All vehicles must return to their usual operational centre in the EU member state of their employer (the country in which the vehicle is registered) a minimum of once every eight weeks after leaving it.

Tachographs zoomed out

Tachographs

All light commercial vehicles between 2.5 and 3.5 tons must carry a new, “smart” tachograph at all times to track border crossings, on and off-loading activities, and driving and rest periods.

The EU Mobility Package is a set of legislation that aims to create consistent and easily enforceable standards supporting driver safety, fair competition, sustainable business practices and other improvements to the transport industry throughout the EU.

EU Mobility Package 2: Clean Mobility

The second mobility package centers on the environmental impact of the transport industry throughout the EU. With a specific focus on passenger road transport (e.g. bus and coach market), initiatives will revolve around electrification, CO2 standards and specific regulations for market access. The package will create targets that are to be reached between 2025 and 2030.

EU Mobility Package 3: Sustainable Mobility

The third mobility package focuses on safe and connected mobility throughout the EU, as well as improving the sustainability of the transport industry. Initiatives will cover the digitalization and automation of information exchange, pedestrian safety and further CO2 standards. The package will establish goals that are to be met between 2025 and 2030.
